Why was this decision taken?

 In cases such as Lockdown, government employees may have difficulty submitting a pension form to the head office, or they may be unable to file a hard copy of the claim form with the ‘Service Book’ at the relevant pay and account offices. Especially if both offices are located in different cities, this problem becomes even more difficult for pensioners. So the government has decided to help them in times of crisis.
